Mr. Carter graduated from Seymour High School in 1990 in the top ten percent of his class and with an Honor's Diploma. He attended the University of Tennessee at Knoxville, where he was section leader in both the Pride of the Southland Marching Band and the Wind Ensemble, and received his Bachelors of Science Degree in Music Education in 1994. Mr. Carter studied under Dr. W. J. Julian, F. Michael Combs and Keith Brown. He received his Master's in School Administration from LMU in 2001.

    Mr. Carter served as an intern at South Doyle High School in the fall of 1994 and then taught general music at Bean Station and Rutledge Elementary School. In the fall of 1996 he became Band Director for Seymour Middle and High School, just after his summer wedding to Carla Inman.

    Mrs. Carter also went to Seymour High School and UTK and is now a nurse at St. Mary's Hospital.

   His children are Gary and Garrett.
